Puppies should not wait past 6 weeks of age for their first round of puppy shots, doing so leaves them at risk. Most vets give puppy shots at 6 weeks, 9 weeks, 12 weeks. I also have my dogs vaccinated every few weeks until they are 16 weeks of age (as suggested by my vet). Puppy shots can range from 15 to 35 or more dollars, depending where you live.
I am assuming you mean " give a 9 month old puppy his first shots" Well , puppy should have had his first shot at 3 month, depending on the breed, some very small breeds get their shots at 4 month. But better late then never. Take this puppy to the vets as soon as possible, the vet will advise you what is needed and how to proceed.
