5'4 at age 16? Well, I don't think age really matters.. only height and gender. I am 5'4 myself and weigh 140 but I'm only 14. Nobody believes that I actually weigh that much so I know I'm not fat but I am considered "overweight". And I read somewhere that the average weight for a 14 year old was 130 pounds. So if the average weight of a 14 year old who is 5'4 is 130, and you are 5'4 but 16, I would say you're not fat unless you weigh more than like... 150? I'm not fat and I weigh 10 pounds more than 130. But you're 16 so 150 sounds about right to me.
It all really depends if you're active, what your eating habits are, all of that stuff. No one can tell you for sure how much you'll weigh in 2 years.
