The United States does not have the overall largest carbon footprint. That distinction belongs to China, with its massive industry sector and 1.5 billion residents. The US, does, however, have the largest footprint per capita.

Nothing, in fact USA in one of the top promoters of Global Warming. Not signing the Kyoto treaty and also none of the states have a carbon emission plan, production outweighs the environment.

By its not ratifying the Kyoto Protocol, the impression could be gained that the United States seeks an economic free ride at the expense of other countries. There may be some grounds for that belief, but nevertheless the U.S.A. is doing a surprising amount of good to help combat global warming. Even Al Gore says the president "appointed many excellent men and women to key positions, and they, in turn, have made hundreds of changes in environmental and energy policy that have helped move the country forward slightly on the climate issue."

Ninety billion dollars were invested in clean energy as part of the economic recovery package, which also created tens of thousands of jobs. The first improvement of fuel economy standards since 1987 will save close to two billion barrels of oil and reduce global warming pollution by nearly another billion tons. One of the world's largest solar power stations is also under construction.

The United States Government may lack the political will to implement a price on carbon emissions, but this has been done in California - and the sky has not fallen in. It is surely only a matter of time before the entire nation follows suit.

Since the institution of the Clean Air Act in 1972, the United States have taking many steps in reducing air pollution. The primary culprit today, carbon dioxide, is being reducing by scrubbers in factories and burning low carbon coal. Using clean energy is also helping.

The Linked chart indicates the per capita CO2 only emissions for several countries. The US and Canada are about the same at the mid 20tonne/person range.

The value given is not just the personal consumption emission rate (own use fuel etc.) but includes the per person ownership of all industrial and production emissions in the country.

Unfortunately, every major science group acknowledges there has been continued significant warming over the past decade, predominantly attributable to increases of anthropogenic (human caused) greenhouse gas concentrations. Although the CO2 level rises and falls a little bit with the seasons, the 30% increase from 280 ppm in 1700 to nearly 400 ppm today is attributed almost entirely to the human consumption of fossil fuel, with half that rise occurring in just the past 30 years.

Caveats to the question:

The per person issue becomes somewhat misleading for the reasons stated above. It assumes personal ownership of industrial emissions. As countries go, China emits the most over all CO2 (27%) and the USA comes in second (25%).

Humans are minor contributors to CO2 though compared to nature. We emit roughly 6% and most of that from elements that would give CO2 off naturally. CO2 is also a minor player on Green House gases. 90% of all GHG's are in the form of water vapor. The total variance of water vapor actually mitigates the total affect of CO2. Water vapor also has an additional attribute in that it also provides a degree of Albedo, which CO2 does not.

We have noticed a total atmospheric change of 0.007% since man has started using fossil fuels, if we go by the extreme measurements and ignore any data collection errors. (290 to 378 ppm) If we use similar methods of deriving data we get a far smaller change (278 to 290 ppm). This change includes know natural issues such as our planets ability to absorb CO2 lessens with warming temps. Fortunately for us, every science group admits and acknowledges that warming has not occurred for the past decade.

The EPA has recently been awarded the power to regulate all carbon dioxide output because it has been certified as a health hazard to humanity.

with stringent policies on gas milege, we will put out less in our atmosphere by about a third.

It isn't. The Kyoto Protocol would have placed curbs on greenhouse gas emissions, but the US refused to ratify it or be a party to such activity of binding limitations.
