Wneh changing water for a Betta it is always better to simply let the fresh water stand (in a bucket or other container) overnignt before using it. The chlorine will evaporate off naturally. Then you don't need to put chemicals in the water to remove the chlorine. If you do use one of the many different chlorine removing chemicals it is best to read and follow the instructions on the packaging.

Immediately. I assume you are referring to after a water change. Just add the correct dose to the tank then replace the water.

Addition

You shouldn't remove fish from the tank when doing a water change or adding water conditioner. AND don't use topfin water conditioner as it's more expensive in the long run and an inferior product. Use Seachem products. I don't make money off of reccomending them but i know they are quality products from a company that actually cares about more than gimmicks. Seachem Prime and Stability are mainstays in my fish arsenal.

Water conditioner effectively makes water safe pretty much instantly.

However, fish cannot be kept in bowls! They need proper tanks with established filtration systems and heaters (if they're tropical). They're very complex creatures that need you to create, not just a container of water, but a whole micro eco system in order for them to survive.
