No. Prairie dogs are ground squirrels (some people call them gophers), which eat mainly insects and vegetation. They are much too small to eat cows, nor do the like eating carrion (meat off of dead animals).
The world record is 62 hot dogs for a man and for women 42. I don't think an average person can eat that much. An average person could eat about 8-10 hot dogs, but it is much healthier to eat 2-3 hot dogs.
They have a small intestine because dogs are carnivores (they only eat meat). An animal with a large intestine digests fibre as well, which a dog does not eat, and therefore does not need a large intestine!
