The best way to learn the answer is to go to the airline's website and see what they say. Generally for domestic flights most airlines allow 2 carry-on pieces. One personal luggage piece such as a computer and one that must either fit in the overhead compartment or under the seat in front of you. You are also generally allowed 2 pieces of checked luggage - left with the baggage handlers to be stowed in the lower section of the plane. Once again as a general rule these are limited to a maximum of 50 pounds each and there may be size restrictions. The limits may vary for international flights depending on the airline. It depends on the airline which you are flying. Also the other factors that determine the weight and the number of pieces (hand baggage and check-in) will depend on whether you are traveling in a domestic route or an international route. Long distance international travelers are permitted to carry more than the domestic passengers. Business class and First class passengers can also carry more than the passengers traveling Coach (Economy) class. Before you start to pack, it is always good to call up the Airline support or check in the Airline's website.

It depends on the airline. Some airlines allow the first bag for free (Delta) and charge for the second bag. Southwest airlines allows you to bring 3 pieces of luggage on for free. Other airlines charge a small fee for the first piece of luggage and a larger fee for the second piece of luggage. Now, before you book a flight you should ask what their luggage policy is because what seems like a cheap flight, may not be once you factor in the cost of luggage.
