In proper english, yes. If you're really a Canadian citizen then you'd have a Canadian passport. The only reason you wouldn't be allowed to leave Canada is to go to certain 3rd world or war-torn countries. The American government can't stop you from leaving Canada if you're a Canadian citizen.

The United States government is better at using their military to bully other countries than Canada is, but Canada is better at recognizing the rights of United States citizens who have fled the United States because of an illegal military draft. The United States government is better than the Canadian government at bribing the Heads of State from other countries to go along with U.S. policy, but the Canadian government is better at applying socialist theory than the U.S. government, probably because the Canadian government doesn't pretend their not applying socialist theory to public policy where the U.S. government will do the same only pretend its not really socialism and just programs that are "in keeping with American values." The U.S. government is better at being recognized as being American than the Canadian government is, even though both countries are American. Actually, probably the best system of government, whether it be USA or Canada, is the system of self-governance. Government governs best when it governs least.
