First, it should be said that he didn't "force" it. The president submitted his agenda to congress, and among the items he wanted to focus on was health care reform. After much discussion and many revisions, his plan ultimately was passed by both houses of congress and signed into law. Any president, as the head of the legislative branch, can propose legislation. But only congress can turn a president's priorities into actual law. Further, this particular law was appealed by some state Attorneys General; the Supreme Court ultimately heard one of the challenges to the Affordable Care Act and in 2012, ruled that the law was in fact constitutional.
