Like they say, if you have to ask you probably can't afford it. I don't know on the '98 for sure, but on the '95 the fuel pump is located inside the fuel tank. I never got a quote, but it's upwards of $400 or so due to the labor of lowering the tank. The breaks are probably about the same at a service station if you would get front and back done. More if your rotors are shot. Hence, don't wait because they will just get worse and cost more to fix.
My advice, find a friend who can work on cars. Also, if you replace that fuel pump, get the best one you can afford. A cheap pump (refurbished, etc) can go quickly. Good luck.
