Going by the basic rule of 1 inch of fish needs a MINIMUM of 1 gallon of water, the fish could possibly survive for a while in a tiny (nominal) 15 gallon tank. I would suggest though, that it would be cruel to keep a goldfish of that size which would be unable to move normally in a tiny container like that and that it should really be kept in at least a properly set up and well filtered 6 ft x 1.5 ft x 1.5ft tank.

Most petstores tell people that you need a 10 gallon fish tank for them but if you can provide all their needs you may put them in a fish bowl

If you really wan't to make your goldfish happy put him in a 10 gallon tank than the size you need
