1. You can be sure to turn the water off while your brushing, you usually only need water to wet the brush/toothpaste.

2. Don't wet the brush as much.

3. Don't turn the water on full blast, just a trickle will be fine.

Depends if you leave the tap running or not. If you turn the water on/off as you need it, it'll only be a cup or two. Leave it running and it can use up gallons.

When cycle camping in the UK, I can brush my teeth using just one cup of water! At home I try to remember not to leave the tap running while I brush my teeth - not always successfully!

The minimum amount of water needed to brush your teeth is probably about 0.25L. That's a tad over one cup in the United States. All you need is enough water to moisten the brush with paste and to rinse your mouth and sink when done. Most people with indoor Plumbing use far more than that.
