Titanium price is determined by alloy, quantity, configuration and the specification it meets. Is it powder, ingot, sheet, bar or tube? Commercially pure or alloy (6-4, 5-2.5, 6-2-4-2, etc.)?
I can offer some examples from personal experience


On June 16, 2009 I bought one sheet of Titanium alloyed
with 6% aluminum and 4% vanadium (6-4) to an aerospace
specification (AMS-4911)
I sheet 0.018"/0.023" x 36" x 96" 11 pounds at 140.00 pound.


In August 2009 I received price quotes on 3 1/2" diameter
round bar, also alloy 6-4 700 pounds at $28.85 pound.


I was also quoted on commercially pure (grade 4-aersopace spec)
sheet, 0.024"/0.031" x 36" x 96" 290 pounds at $42.15 pound.

Normally the price depends on how pure the titanium is and how much are you willing to buy. The more pure the, more expensive, and the more you are willing to buy, the cheaper it is per a pound.
