The terrain and environment are considered in the event you are installing it in a rock pile, or a sandy, or clay ground. That depends on where in the world you are and lots of other things. In the UK, you would never get planning permission to install a new septic tank - the local planning authority would insist on installation of what is called a packet treatment works or any of various other names - a tiny sewage treatment works dedicated to a single or just a few dwellings. Besides, septic tanks, unless they literally fall to pieces of they are too small (which they can be if they were installed 30-40-50 years ago - a modern house generates FAR more waste water than back then), never need replacing. If soil water-table is high at any time of year septic tanks are real hassle - they do not work unless that are sealed, and old ones seldom are, they are mostly bare soil in the bottom. Things affecting cost - DIY or pay someone to install, accessability, size of dwelling (hence size of new system), use old pipe-work or install new etc etc etc. Simplest and cheapest septic tank - work out what volume tank you need and buy some concrete water-pipe rings/sections - the ones used for large-scale installations, about 4-5-6+ feet across and only 3 feet or so long. Roll the first one to where the tank is to go, turn it over on end, orientated as it will be in use, start digging a hole inside and drop it into the ground. When it is flush with the ground, add another ring on top, start digging again, and so on. Installation of a packet treatment works can be reasonably simple too - it very much depends on the design - some are long and shallow and don't sit far in the ground, some are tall and narrow and sit a long way into the ground. Nothing but a cess pit really works for a dwelling that is used infrequently (such as a holiday home), although planning authorities seem completely ignorant of the fact. Treament works, including septic tanks, need "feeding" every day to keep the bugs that do the work, happy.
