you need to add 1/4 water to the water rocket. you put a vitamin C into the water and vitamin c will dissolve and fly into the air.
you can at least put water in it a little less than half way.
i say about 1.7 liters but that my opinion :D
Not more than half full as a general rule. You must leave room for the compressed air that will push water out of the rocket. Air can be compressed, but water cannot.

one liter is always one liter it doesn't matter if it is in a water bottle or or a bucket
If you have leaks in a water bottle rocket, the pressure will quickly escape along with the water and the rocket won't be able to reach as high an altitude as a rocket without leaks.
