A horse should never carry any more than 20% of it's own body weight, this includes the tack and rider.
A horse should only carry 20% of it's own weight, so if a horse weighs 1,200 pounds, the rider would at the most be 100 pounds. The reason why I said 100 pounds instead of 120 pounds is because of the tack (mainly the saddle).

The weight of a horse drawn vehicle all depends on the vehicle. Is it a vis a vis, a brougham, a doctors buggy? Also depends on how many people or items you will be loading the vehicle with. You need to be more specific as to what type of carriage it is.

Thoroughbreds are retrained for all sorts of jobs after their racing careers are over, this includes pulling carts for fun. It will not hurt them or break their legs. All horses have the ability to pull, it just requires specific training and lots of time to teach them. Thoroughbreds are not draft horses and cannot pull heavy weights, but they can pull a small two wheeled cart with one or two people in it.
