There's some confusion here.
When you have wireless internet, there is a signal that other wi-fi enabled devices you own can connect to. Your PSVita can connect to this.
So it is not a service of the PSVita itself, the wi-fi 'costs' whatever you are paying your ISP for it.
No, not really. It's too slow to game over, it's really only any use if you desperately want to use the browser while away from your home network, or refresh your PSN trophies/check how many people around you are gaming, using Near.
I have 3G service for my iPad thru AT&T & it costs $30 for 3gigs a month, so I assume it would be the same foe the vita.

Not a Chance Yes you can use it toward the PS Vita at places that take PSPs for trade in. The PS Vita does cost much more than a PSP Go or the PSP 3000 and you will not get much off the price with trade in
No, the PSVita's bluetooth only pairs with audio devices like headsets. Two nearby PS Vitas could just connect via ad-hoc wifi anyway.
