If it starts going dark you should probably find out why. Fluids like that are only changed when they indicate a problem. Typically, hydraulic fluid isn't changed since it never gets hot. Heat causes oils to break down and since hydraulic oil doesn't get that hot, the only potential for problems is when the rack&pinion or the Power Steering pump fails and starts to throw debris.
