Hi, I have an English Springer Spaniel and honestly when your able to bring him home you should start walking him. You need to teach him/her to walk on a leash at a young age.
Try little and often when they are under six months old (too much walking can damage their developing bones) so make sure they get plenty of rest in between. Try to also involve obedience training on each walk.

A dog or puppy of any age can go on a walk. I would advise with a very young puppy 8-12 weeks, to keep the walks fairly short because they will tire easily.

It could be in pain. I would check with a vet to rule out any physical reasons and then go from there. well its getting old and she/he will that dog is ill so either take the dog to a vet and haave them put him/her down
