Yes, a girls face usually stops growing at the ages of 14-15. But a boys face usually takes a few years later. And it depends on the doctor. Some doctors won't perform on someone that young. But most should, and your face will not magiccally proportion itself in the next 6 years. So getting a nose job at 14 is totally safe, and fine.
