In PA, you can get a learner's permit after passing a written examination when you reach your 16th birthday. This allows you to drive with a licensed adult passenger in the car. At 17, you can obtain a junior license and drive solo, but there are hour restrictions, such as not after midnight, unless you have valid reasons to be on the road that late, such as employment. 18 is the legal age for an adult license and you are then a fully vested driver without restrictions.
