As of right now you have to be 15 and 9 months to get your learners permit. After you have Learners for 6 months you can get your provisional. So the earliest that you can get your provisional is 16 and 3 months.

For ur first revoked license u must turn in ur license. Wait 6 months and after taking a driver improvement class and making sure u have no unpaid fines u can apply for ur license to be reinstated. Just a waiting period basically. And insurance will be pretty high
