There really isn't a tattoo license. Maybe some states have it, but not where I'm at. The shop owner may require his own guidelines for his artists to have. If you go through an apprenticeship, you will learn how to do everything. You may also have some kind of medical certificate to show that you know how to take care of an open wound, apply wraps and that sort of thing. All the health management stuff. You would learn that regardless through an apprenticeship


Many states regulate tattoo shops and piercing locations through health laws. In all cases the individual has to be an adult in order to obtain the necessary licenses. Records of all tattoos given must include proof of age. The attached link will provide the specifics for each state and what has to be done to obtain a license.

It would clearly be illegal. No one is allowed to tattoo without a license. And no one may tattoo a minor. There is an exception to cover an existing tattoo where a parent may take a 16 or 17 year old to a tattoo parlor.
