How old does someone have to be to decide where they want to live in state of Georgia?

Only Texas has that law, but with significant restrictions. In all other states, it's a case by case basis, with the Judge interpreting the maturity of the child, and their intent, but this still does not override other evidence in the child's best interest. It's just a piece of the evidence.

Technically the child has no right to decide until reaching the age of majority (18), at which point they're no longer a child. In the context of a divorce, a court typically will take the child's wishes into account when awarding custody... but that's not the only, or even necessarily the main, factor considered. Also, courts are unlikely to meddle with any arrangement both parents agree to as long as it doesn't put the child at risk. Except in cases of abuse or something like that, even if the original court order says the mother has primary custody, if the child wants to live with the father and the mother and father are both okay with it, the court probably will not get involved unless Child Protective Services feels there's a problem.

A child has to be 14 years old in order to choose which parent it wants to live with in the state of Georgia. However, if there is a valid reason why the child should not be with the chosen parent, the judge can step in.
