This is because thyroid gland has a true capsule and false capsule (pretracheal fascia). The false capsule is attached to thyroid cartillage, hence glands moves up with swallowing.

The thyroid gland lies caudal to the thyroid cartilage...During normal deglutition, the gland moves cephalad, (which means toward the head or "up"). I would infer that this also means that the cartilage moves up during swallowing.
