There are many ways of achieving the levitation effect (potions, spells, etc.), but you can also achieve it by cheating. Use the console. If you're on a computer,

Press [~] (under [Esc]) and then type TCL and press enter.

If you don't want to cheat, you can enchant a piece of clothing with levitate (or the ability to breathe underwater), and put it on when you want to fly. When I played through, I enchanted one shirt to make me levitate, and one that would let me breathe underwater, so I could explore underwater ships and also get into places that were impossible without flying.

There are two ways to fly in minecraft depending on what type of world you have

if your world is set to creative simply double tap the spacebar to fly. press space to go up press shift go down use normal movement controls to move around and double tap space bar to disable flying

Here are the steps to use a flying mount:

• Obtain at least basic flying skill. This will be the third riding skill that you can purchase. You need to be at least level 60 to purchase this skill.
• Obtain a flying mount. Basic flying mounts can be purchased from a mount vendor that is usually near where you purchased the basic flying skill.
• Once purchased, right click the mount in your inventory. This will make you learn the mount spell. The spell is now in your spell book.
• Open your spell book and click on the "Mounts" tab at the bottom. This will list all your mounts, both ground and flying.
• Find the flying mount. Once you have found it, you can either double click it or click it once, and then click the summon button.
• Press the space bar to lift off the ground. Then press your forward button. Your are now flying on a flying mount.

To make it easier to mount and dismount, you can drag the mount icon from your spell book to an available action bar slot. Doing this, you just have to click the mount, and you are off. There are also some addons that will help with mounting, choosing random mounts, and some even will use an alternate spell if in combat or moving.

Expert Riding (Basic Flying) allows you to fly in Azeroth, Northrend, Pandaria and Outland. Flight in Azeroth requires you to also buy an additional license, and you need to buy Cold Weather Flying to fly in Northrend. Pandaria requires you to be level 90 and buy another license to fly in Pandaria.

Note that additional ranks in riding (flight) will increase your speed (once also allowed you to use different mounts) but that's about it.
