trim off extra fabric on the sides of regualr underwear, so it's just the elastic on the sides. then, you trim off some of the fabric on the front, and keep trimming to about the middle of the underwear. then, get thinner and thinner as you cut towards the back of the underwear. then, you can make the whale-tail any shape/size you want. when you are done slide it on, and put it where the old pair of underwear would sit. then, take the back and tug it up a little, to get the wedgie-thong feeling.
