Turn the key from off to on 4 times within 6 seconds per cycle ending with the car off, the PATS light should be lit, then within 10 seconds press any button on the remote. You will have an additional 10 seconds to program each additional remote. Some of the early '99 Cougars you had 4 seconds per key cycle, and 20 seconds to program the fob.
