Cut and paste all of the content into another document, re-format, and don't protect it. I had already tried that, but it didn't work as I couldn't select any of the text. I eventually solved the problem by opening a new document and using "Insert, File".

There are two kind of PDF Password. Owner Password is the restrictions which prevent PDF readers copying and printing. User Password is the password prevent people opening the PDF.

If the PDF it protected by Owner Password, you can convert it to Word using AnyBizSoft, which support protected PDF conversion.

If the PDF is protected by Users Password, it's not easy to crack, and it is not legal to do that. Unless you are the owner of the PDF, and you forget the password.

All the suggestions above is assuming you are the owner or you have the right to read the PDF. Or you are not allow to open or read the protected PDF.
