Probably did in the fuel pump if it's in the tank because running it low on fuel will cause it to fail. Most in tank pumps rely on the fuel to keep them cool and running low on fuel will cause them to fail prematurely (seen it happen as often as 1 - 1.5 year life expectancy). If the pump is in the tank try kicking the bottom of the tank to jar the pump to see if it will start (steel toes work best) and if it does get the pump working replace the pump right away as it will die again real soon.
make sure battery is charged, make sure it has good fuel in the tank, replace fuel filter. maybe new spark plugs and spark plug wires. and then try to turn it on. tell me if it turned on, if no we can discuss it more.

When you say it won't start I am assuming you mean it will not turn over. If that is the case and the battery is new, then something is pulling power from the battery. You have a light somewhere that is on or you have a relay that is stuck.
