In the rush to claim colonial territories in the 19th century, European powers often battled among themselves. They took whatever territory they wanted in order to exploit the wealth of natural resources. Borders were eventually drawn by begrudging agreements between the European powers. One of the more comprehensive attempts was the Berlin Conference (1884-1885) during the early stages of what was called the Scramble for Africa (1881-1914).

During world war one, all/most of the countries were blaming different countries. all played a part in evidence of blame, but the countries were all blaming other ones. so they divided up because they couldn't decided. although, in the end the countries came together, including the US, and decided to put the blame on Germany. Germany excepted these blames and had to follow specific guidlines of these documents, one of which was that they had to pay for the expencies of the war. Another one was to give back all of the land that they took away from other countries.
