Ancient Greece created the Citizens assembly which was made up of male citizens of Athens who voted on various issues. There was also a council that was responsible for the daily operations of Athens.
This question is very vague, but I will answer it as best I can....Democracy is a form of government that states "the people" are supreme sovereignty...Which means the people are in charge....The definition of democracy wasn't different back then either....So, the people were still in charge then.
