One of the main ways that new land is formed is through volcanic action. As lava erupts from a volcano and enters the sea, it solidifies. If there is enough lava present it will form new coastline or new islands, where before there was only ocean.
Volcanic action can and does form islands - the Hawaiian chain of islands were all formed from undersea volcanoes. A lowering of the sea level will reveal new land as the water level recedes.
