The home country made the colonists start a representative government. There was three positions which was narrowed down to three. There was a governor who represented many things. Some of the governors were honest and truthful men but more than likely most of them abused their power.

If you are referring to the American Colonial Period, then the colonies were "virtually" represented in British fashion by the colonial governors. Each colony had a legislature that could make and pass laws, but all laws had to be approved by the governor of the colony and he had a veto that could not be overidden. The problem with this system is the governors had no ties to the colonies and could not truly represent their interests to Parliment in Britain. Hence the famous statement "Taxation without Representation", hence the American Revolution.

It was limited in the colonies because the English King and the Parliament still had power over the colonies.
