Hurricanes do not form over continents. They form over oceans. They form over the Atlantic, Pacific, and Indian Oceans. Though in the Western Pacific they are called typhoons, cyclones in the southern Pacific, and tropical cyclones in the Indian ocean.

Hurricanes and their equivalents can impact the continents of North America, Asia, Australia, and (rarely) South America.

Hurricanes form over oceans, not continents. The most prolific tropical cyclone (generic term for a hurricane, typhoon, etc.) producing area is the Pacific Ocean.

Why do hurricanes happen more in some countries than others?

Various climatic factors contribute. Factors include seas-surfaces temperatures, wind shear, and large scale wind currents. Hurricanes require warm ocean water and little to no wind shear in order to develop. Because of this hurricanes don't usually stray far from the tropics. Large scale wind currents, which control how hurricanes move, also play a role. These storms usually move westward, making them fairly rare on the west sides of continents.

Why are hurricanes on the east coast?

For two reasons. First, hurricanes tend to travel westward, so Pacific hurricanes will general travel away from the U.S. Additionally, there are cold ocean currents off the U.S. west coast, which tends to suppress hurricanes. By contrast the ocean water along the U.S. Atlantic and Gulf coasts is much water, which is ideal for hurricanes.
