I'm 14, a friend was going to take me out, but a problem appeared, my mum, older sister, and dad were at work so I was on my own, she was going to leave her kids with me, but then she thought I had to be 16 to look after her kids on my own. No. If something happened to the younger child (from an accident or a burn or letting the wrong person into the house) and the older child did the wrong thing to help then she would have to cope with awful guilt of this for the rest of her life about it. No matter how mature and responsible a child is there are too many problems that may arise that she has never experienced and may not be able to cope with. Also if the younger child acts up she will be far more likely to hit him as well out of frustration. If a person is not biologically or emotionally ready to be a parent then they should not be given such responsibility.
