If a 17 year old child can legally move out from his parents home what should the parents do to be exempt from legal responsibilities of that child?

There aren't any age restrictions for getting signed to a record deal. In the United States if you are under 18 you can't legally sign a contract, but your parents can for you. Age really doesn't matter in music, as long as your abilities are good enough (and really that doesn't even matter anymore).
If you believe that this record is completely in error and does not involve you, YOU will need to investigate and challenge the correctness of the information. OR - if it does have validity, you will probably need to retain counsel and clear the record possibly by filing a request for expungement to remove it from your record.
