I Have Church where sims can get married upstairs and everything is set up downstairs ready for the reception But don't know how to get sims and guests there and how do you get the limousine to arrive?

To make them go to the Church you have to make them all go to the community lot you built it on, to make them get married click on the wedding arch and click "get married", the limousine will come after they have gotten married, although I am not sure if they can get married on a community lot, and I don't know it the limousine will come on a community lot either.
