Pixel shader technology is hard-coded into your video card and its drivers. While it is possible to emulate pixel shader using software like 3danalyze or swiftshader, these programs only shuffle the workload off to your CPU. Unless you have a hugely powerful system, emulating pixel shader will most likely result in uacceptably low performance and/or system instability.
Therefore, your best option is to upgrade your system with a new video card which has pixel shader support built-in.

It is trying to download a large amount of pictures and videos at one time and a weaker or older computer may not be able to handle the amount of stuff trying to load.

As far as my knowledge goes, a shader model (eg 2.0) is only obtainable with the purchase of a GPU (video card) with it already. The newer GPU's have shader model 3.0, so your 2.0 games shouldn't have any problems with that. Although, some of the much earlier versions of GPU's already have shader model 2.0. So unless your card is more than 5 years old, assuming you bought a new one, it should work. I know for a fact that the GeForce 5700 has it, as that was one of my first. I don't recommend it now unless you don't really care about new games. If you do, in fact, have shader model 2.0 on your GPU but it doesn't work, try enabling it in the game or application you're trying to run. Otherwise, see the adaptors properties. It is highly unlikely that the shader on your card will be the only thing not working. If your unsure if yours has it or not, you can always check out the manufacturers website. It usually says it right on the box which you purchased it in as well. I hope that helps.
I just checked my graphics card (i have the same 1) and yes, pixel shader 2.0 is supported. For some reason though, I have a game that I'm trying to play that says "failed to compile and create pixel shader" and I'm not sure how to troubleshoot it...
Make sure to scan your computer for viruses. Sometimes, while trying to download something.. A virus can be messing with your settings to turn off anytrhing you download. (Even new virus scanner) If you can't, then download Avast or AVG or something to a flash drive. Then download it to your computer. Also your computer can be using up to much memory, so it overloads. Check those things.
