Gerbils love to chew, so anything they can chew that is SAFE. Wood toys from the petstore, toilet paper roles, paper towel rolls, etc....

He's probably just fine I wouldn't imagine anything is wrong with him. He'll probably use it eventually. If not, maybe try using other objects like empty toilet paper rolls. I used that for my guinea pig.
