Your ACT score indicates you are about average, perhaps slightly accelerated. Your GPA indicates that you school adequately; grades are no indication of intellectual ability beyond that of being able to adapt to the environment of school.

Keep in mind that there is no shame in being average (or slightly accelerated). A 20 on your ACT is honorable, be proud of your achievements.
