Bad ignition switch
Should be a rod (activated by ignition switch) at the bottom of steering column that is actual switch. Or try running a jumper wire from coil + to battery + and then jump starter solenoid (small trigger wire to starter connection)
Make sure vehicle is in neutral
Seized engine? Dead battery? Loose or corrode battery cable? Bad starter solenoid? Dead spot on starter? Bad neutral or clutch safety switch?
Not a seized engine. not a dead battery or loose or corroded cables. and not the clutch safety switch. and the starter is fine. it wont crank or click but i have power to headlights and dash lights. but not to the radio and no start.

I do not have a diagram of a 1981 Camaro with the 3.8 V6 engine. My link only goes back as far as 1982 and the Camaro had no 3.8 installed that year. check the starter, or maybe check the battery may be enough voltage for lights, but not to crank the engine over.

sounds like a charging issue. have your battery and alternator checked. it may have lost some of the cold cranking amps should be around 840
