I have a 1991 Mitsubishi 3000GT SL that Idles at 3000 RPM when started and won't go below that. Is this possibly the Idle Air controler?

the rpm when you start your car is suppose to be @ 800rpm...and you can lower and raise your RPM by screwing the idle controll at the left side of your plenum...its going to be look like a bolt of a flathead screw driver.
