If you own a 12 volt tester, I would start at the fuse box and fuses marked dash lights. With the light switch and key off, check the fuses that supply voltage to the dash and a/c lights to see if you have voltage on the Load side of the fuse, again with these off. If you do, and the way you are describing the problem, your answer is a problem either in the light switch, or your ignition switch. Your ignition switch supplies power to many different areas of the dash lights and much more. Located at the bottom of the ignition switch is a small circuit board, with many wires coming from it. You need to remove panels around steering column to excess it. From there , tap lightly on it, or move the wires around to see if they flicker. If they do, you have found your problem. If not, You can then do the process of elimination

If your over charging your battery it ruins the battery therefore it will no longer holds a charge like it should. Trust me I killed two batteries before I learned why.

On the vehicle with the flat battery you probably killed the alternator and burned out the fusible link in the harness at the very minimum. Take or drag the car to an electrical specialist shop. Get it checked out and repaired professionally.
