okay first, are you guys dating?because if not, that would kinda freak her out.but like, give it some time, most girls don't like it when guys say love you really quick.it all depends on how much you care and how much she does.and if you truly love her, don't be scared to say so.

don't say you love her out of the blue, a guy did that to me once I totally freaked out. I think what you need to do is just look for little signs that she likes you back before you make a move. When I like a guy I'lll generally just look at him and want him to look back, if she looks at you and quickly looks away don't look away keep looking at her with a smile, not a freaky one just a smile, she'll more than likely look again, if she likes you, that's a very good sign if she looks back, if not just accept the fact you're mates and that's all. There are heaps of other signs ask your other girl friends, they'll happily help.

Just be friends and try to forget about her. It can be too much stress to think about a certain girl. There are millions of girls just waiting for a guy. Always have a sort of back-up girl that you also love but don't even tell your closest friend about your "backup". It may be hard to stop thinking about someone you love. You can always have a small secret crush.
