Just get yourself the shaving equipment you need and lock the bathroom door when you bathe so you can shave in private. Your mom will not be against you doing it if you have lots of unwanted hair at your age, she will see her daughter is growing up and understand your needs. Lots of girls find this subject embarrassing to speak with mom about so you are not the only one. Many will go to a girlfriends house and have a laugh with them about it whilst shaving together. Ask a friend who's mom is happy with it if you can go over there and shave together. Start by talking with your friends about these things, all girls do !
Really, it is just getting over your embarrassment about it and once you do you will wonder what all the fuss was about.
