Yes it is called fast travel but to fast travel you have to discover it first by walking there
I think it stops around 200, my character is 198 and it is getting nearly impossible to level. But I am not certain.

You must be a higher level for deadric bows to start appearing in the game(level 25, i think). They can be found on certain dremora, and on marauder archers at higher levels.

if you are looking for dwarven armor there is a mission in the biggining of the game where you travel to fort sundercliff and the bandits should drop dwarven armor. i think you have to download fort sundercliff but dont worry its free
I haven't heard of any in Morrowind, I don't think there is any. In Oblivion, you need the Shivering Isles expansion. You can get to it if you play the Mania side.
