I want to buy a new car before i filled out the app for a credit report i think they may have ran my credit without my permission how do you find out?

Simply check your credit reports. If they are in there and you did not authorize them to be, then they did not have a "permissible purpose". This is a serious violation/invasion of your privacy under the FCRA, to which you can demand that they extricate their inquiry and pay you $1000 for each report they got into (if you know how to make such a demand). Unless you gave them your social security #, I doubt they did a hard pull, though. You won't know unless you check for yourself. They sure as hell won't admit it.
PS--Federal Law entitles you to one free report annually from each of the three major Agencies. Go to annualcreditreport.com . You can also get another free report if you apply for a loan to buy the car and are rejected.
Hint-This is a common ploy when dealing with them. You give the salesman authorization to pull, he does it, then he gives their loan officer the info; he pulls it, he gives RELS the info, they pull it and then come back and tell you that your FICO is in the toilet, because you have too many inquiries. Don't ever finance through a dealer, if you can possibly avoid it!
