You cannot go at or faster than the speed of light. Let's say your bubble was going 2 mph less than the speed of light. The way relativity works, you could ride your bike at any speed humanly possible, from your point of view. But your time is slowed down, so from an outside observer, you appear to only move slightly faster (still less than light speed). And if you turn on that flashlight, it will go away from you apparently at light speed, but the outside observer will also see it moving at light speed. It is tricky when you first encounter this.

An object such as a bubble CAN'T move at the speed of light. However, it can get very close.Assuming it gets extremely close to the speed of light - say, 1 mph less than the speed of light - you would observe any light going away from you at the "speed of light", i.e. the same speed you would measure if you weren't moving at all.

We cannot really answer the question as-is. You cannot travel at or faster than the speed of light.
Suppose the bubble is traveling 0.5 mph less than the speed of light, and you travel 4mph relative to the bubble, time dilates and lengths change so that from your perspective, you are going 4 mph relative to the bubble, but you are some speed slightly less than lightspeed, and if you turn on a light, you will witness it leaving you at lightspeed. The bubble will also witness the light traveling at lightspeed.
