Should be 12 volts, check the fuel pump relay and clean the ground wire to the fuel pump. In fact clean all the ground connections on the vehicle.
Check the dimmer knob. If that isn't it. Check your fuse. Might not be the problem, but it's a place to start
how to set your gears for timing belt on 1999 kia sephia
If you look under the car, passenger's side, it should be right there up under the engine, or at least that is where it is on a 1998 KIA sephia.
Check voltage and plug on your fuel pump relay. Also check the relay (while the engine is running) for heat. Might be a bad ground???
Find out if you need fire or fuel then go from there. First thing you do. if car wont start. check the wires make sure they are attch good. if bettery is new and the Alternator is new. might possbile wire not attach good check that. or check the Fuse under the dash. have to check all and until you found it. good luck.
if you will repair, better bring to dealer
