If a defensive player intercepts a ball at his own one yard line then fumbles out the back of his endzone is this a safety or a touchback?

yes, but first it has to be determined that the defensive player had possesion of the ball and was going to run it. the defensive plaeyer could kneel and make it a touchback, but if he has control of the ball and is going to run it, but fumbles it before he gets out of the endzone it is a free ball.

As unfair as this may seem, if it fumbles into the endzone then out of bounds, the other team gets the ball as a touchback. if it's recovered by the offense then it's a touchdown

Neither, it is spotted at where his forward progress is stopped. And an offensive player could not fumble a ball in the endzone because then it would be a TD and the play is dead.
